John Pulsipher for Mayor of Coeur d'Alene

Executive Leadership

  • Serves as the chief executive officer of the city.
  • Oversees the administration of city departments (although day-to-day operations are often delegated to a city administrator or department heads).
  • Appoints department heads with City Council approval.
  • Can remove department heads with the consent of the City Council.
  • Ensures that all city ordinances and state laws are faithfully enforced.

Policy and Legislation

  • Presides over City Council meetings (but votes only to break ties).
  • May veto ordinances passed by the City Council (subject to override with a 4/6 vote).
  • Delivers annual or periodic "State of the City" addresses and budget recommendations.
  • Plays a key role in agenda-setting and shaping the policy direction of the city.

Budgeting and Financial Oversight

  • Works with the city finance director and staff to prepare and present the annual budget to the City Council.
  • Helps prioritize spending, infrastructure, and staffing decisions.

Community Leadership

  • Represents the city in ceremonial roles, public events, and official functions.
  • Acts as a liaison with other government agencies, regional bodies, and community organizations.
  • Serves as a public voice on issues like safety, growth, housing, and economic development.

Emergency and Law Enforcement Authority

  • Has the power to declare a local emergency.
  • Oversees (indirectly) the police and fire departments.
  • May issue directives during emergencies and coordinate disaster response.

Board Appointments

  • Makes appointments to city boards, commissions, and committees (e.g., Planning & Zoning, Arts Commission, Parks & Rec)
